So if you run and get stopped, you have to burn a time out, then you either try the run again for the final play (2 tries), or you throw and hope the clock stops (either by score or incompletion, thus giving you at most three tries). So the situation is you've got 2nd & goal. Statistically, goal line passing was safe! And in terms of success, it's basically a 50-50 shot whether a run or a pass will score (data is from ProFootballReference). In the 2014 season, no goal line pass had been turned over in the previous 106 tries in three years (2012-2014 seasons), 328 attempts were turned over 6 times (1.8% turnover rate).
